Cynosure is pleased to announce its selection by the Pacific Community (SPC) to conduct the first independent mid-term review of the Strategic Framework for Pacific Statistics (SFPS) 2022–2030. This Framework serves as the vital regional blueprint for strengthening national statistical systems across 22 Pacific Island countries and territories, ranging from Fiji and Samoa to Papua New Guinea and the Marshall Islands.
The evaluation covers the implementation period of 2023–2025, assessing progress across five Key Focus Areas: capacity development, data production and accessibility, policy integration, statistical innovation, and regional governance. A central component of Cynosure’s mandate is to examine how the Framework addresses cross-cutting priorities, including climate resilience, gender equality, disability inclusion (GEDSI), and the modernization of data governance.
Applying a utilization-focused, mixed-methods design, our team is engaging in extensive consultations with National Statistics Offices, development partners, and data users throughout the Pacific. This assignment includes deep-dive thematic case studies on regional partnerships and the PACSTAT Innovation initiatives. The actionable recommendations generated by Cynosure will guide the SPC in adapting its strategies for the 2026–2030 phase, ensuring that Pacific data ecosystems remain robust, inclusive, and sustainable in meeting both regional and global development priorities.
