Winrock International Institute for Agricultural Development signed a 5-year agreement with USDA for the Pakistan Agriculture Development project. The project focuses on improving productivity and reducing post-harvest losses in 4 horticulture value chains in 12 districts in Sindh and Punjab. The project was implemented with sub-awardees and private sector partners. A MTE was conducted to assess the effectiveness of PAD activities based on relevance, efficiency, effectiveness, impact, and sustainability. A beneficiary survey was conducted in 9 target districts with 796 beneficiaries to assess the contribution of interventions.
Assessment of Potential Centers of Excellence and Development of Arrangements for (work-based) Vocational training

In Pakistan, the private sector has only been involved sporadically, if at all, in designing the framework conditions for TVET. Large-volume infrastructure projects, often funded by international financial institutions, generally offer significant potential for practical on the-job training for the local population. This problem provides the context and objective for the Build4Skills programme, which promotes the use of infrastructure projects to provide opportunities for practical on-site training.
Over the longer term, Build4Skills seeks to ensure that TVET becomes a standard feature in public invitations to tender for large infrastructure projects. The assignment comprised the following objectives: 1. Undertake an assessment of at least 05 TVET institutes that are shortlisted as possible centers of excellence (COEs). 2. Develop operational arrangements for the implementation of B4S, including those pertaining to the conduct of work-based training and the delivery of in-class instruction, as a component of the ADB’s IWRPP.
