The "Participation for Governance in Food Security" project was funded by the European Union and implemented by Oxfam GB. Its goal was to increase poor and vulnerable people's participation in food security decision-making processes. The project aimed to empower farmers, particularly women and men, and their organizations to network and hold governments accountable for their right to food security. Cynosure conducted a study on wheat value chain governance to generate evidence on food security in Pakistan and develop legislative recommendations for improvement. The study focused on improving food governance to ensure food security for the poor.

The 42-month project "Building an Inclusive and Empowered Society" is co-funded by Deutsche Welthungerhilfe and European Union and implemented by Rural Development Policy Institute. Its goal is to improve access to services and resources, strengthen the capacity of civil society organizations, and facilitate interaction between state and non-state actors in Pakistan. As part of the baseline assessment, Cynosure was responsible for mapping existing organizations, assessing poverty levels, community participation, and mapping women entrepreneurs, farmers, and home-based workers. They also assessed functional and non-functional social services and infrastructure, and conducted a participatory hazard-vulnerability and capacity assessment. The assessment included a household survey of 369 households, focus group discussions with 55 households, and key informant interviews with stakeholders.
